The purpose of this form is to report suspected allegations of misconduct of the State of Rhode Island Minority Business Enterprise and Woman Business Enterprise (MBE/WBE) programs and its corresponding statute. Note: This form is to be utilized only for claims of misconduct related to the MBE program or state funded projects.

The State of RI MBE/WBE Tip Reporting system was created for the purpose of reporting suspected allegations of misconduct of the State of Rhode Island MBE/WBE program and its corresponding statute.
Anyone can submit anonymous tips. The MBE Compliance Office must investigate all allegations of misconduct.
You should report any allegations of misconduct pertaining to the MBE/WBE program, this can include instances where:

A certified MBE/WBE was listed in a bid or proposal without its permission.

An MBE/WBE is offered payment solely for the use of its certification, but was not utilized for the project

A prime contractor has offered an MBE/WBE a contract on the basis that the MBE/WBE provide a kickback of the funds received. (See RIGL § 11-42-1.2.)

Any other allegations of misconduct.
Provide as much relevant information as possible regarding the allegation of misconduct. This should include the identity of the person, company, or organization, a detailed description of the alleged misconduct, the MBE/WBE firm(s) involved, any associated contract numbers, dates, and any other supporting documents such as email correspondence, photos, invoices etc. The more details that are made available to our team the more effectively we can investigate.
Yes. The timing of the alleged misconduct is critical to the investigation. Please let us know if this issue occurred only once or if it has happened multiple times. Please also let us know if it is an ongoing issue.
